<Boolean> vote(<Object> votesPerIndeciesHash)

Votes for specified options' indices (starting with 0) and return true when all cases are satisfied:

1. count of voted options satisfies min/max options per vote conditions;

2. total votes not more than maximum number of votes a user can cast.
